A cord is attached to and partially wound around a cylinder of weight W and radius r, which rests on an incline as shown. Knowing that the coefficient of static friction between the cylinder and and incline is 0.35, find the (a) smallest allowable value of q if the cylinder is to remain in equilibrium, (b) the corresponding tension in the cord.

The FBD of the cylinder is drawn. The x' and y' axis are defined up 
along the incline and perpendicular to the incline.
